David Harkness currently serves as Vice President and Chief Information Officer of PNM Resources in Albuquerque, NM. As CIO, Mr. Harkness oversees the management and development of all business technology for PNM Resources and its subsidieries PNM, Texas-New Mexico Power, First Choice Power and the newly formed EnergyCo. Previously he held a series of Leadership positions with PNM, where most recently he was Executive Director, Business Transformation. Prior to relocating to New Mexico, he held a variety of management positions in Iowa for McLeodUSA, MCI and Rockwell International.
Mr. Harkness graduated in 1986 from The University of Iowa with a Bachelor of Science degree from the College of Liberal Arts with a double major in Computer Science and Applied Mathematics. He is active in Junior Achievement, coaches youth sports and also serves as a Commissioner on the New Mexico Information Technology Commission.

BRIAN S. COLÓN, a partner with Rael, Robles and Anaya was named Outstanding Young Lawyer of the Year by the New Mexico State Bar in 2005. Before receiving his J.D. from University of New Mexico’s Law School in 2001, he earned his B.A. in Finance from New Mexico State University in 1998.
Mr. Colón serves on the Board of Directors of La Vida Felicidad, as Chairman of the Popejoy Hall Leadership Team, Chair of the NMHBA Scholarship Fundraiser, and New Mexico Hispanic Bar Association.
He has held positions with Southern New Mexico Business Journal, Sheffield Development and also been an entrepreneur and Go! Cellular proprietor.
Mr. Colón and his wife, Aleli, have one son and reside in Albuquerque.

Denise Gardner is with Central New Mexico Community College Business Development Manager for applied Technologies (Construction, Transportation, Film and Manufacturing). With 18 years in the education arena, Ms. Gardner started her education career as a pre-school teacher in New Mexico. She was at the Dallas Country Community College System as an Assistant Dean in Continuing Workforce Education for Contract Training at El Centro College for four years.
Denise has a variety of educational experiences from New Mexico, North Carolina, and Texas. She has been a continuing education instructor for live and assistance certificate and stand alone, classes Human Resources. Child Development, English as a Second Language and alternative teaching certification. She has seven years experience with the Dallas/Richardson telecom Corridor. Establishing trainings and corporate universities to TL9000 standards.
SHARLA REINHART

Sharla Reinhart, Membership Development Director for New Mexico Educators Federal Credit Union and has held that position for the last twelve years. She is responsible for business development, financial literacy and community relations.
In her position, she speaks to hudnreds of high school and college students, welfare to work recipients and other groups on financial literacy topics such as money management, credit management, credit reporting and identity theft.
Ms. Reinhart sits on the Albuquerque TVI Foundation Board and the Advisory Board for the Albuquerque Public Schools Jon-A-School program. Sharla is a 1995 graduate of Leadership Albuquerque, has served on the greater Albuquerque Chamber of Commerce Education Committee, chaired the Crystal Apple Awards Committee and has served as program chairman for the Rio Rancho Chamber Education Committee. She volunteers for the Albuqeurque Reads program and Money Management International, a program sponsored by Consumer Credit Counseling Services.

Oscar Garcia currently serves as Director of Marketing and Sales for New Mexico Student Loans. As Director, he oversees the outreach and loan delivery processes for all college and universities, as well as serves as liaison for student loan industry business partners. Mr. Garcia has over 30 years of experience in the student loan industry. Prior to coming to New Mexico, he worked in various management positions at colleges, universities and lenders throughout the nation.
Mr. Garcia graduated with a Bachelor of Science in Human Resources in 1977 and with a Master of Education in Counseling and Guidance in 1980. He is active in New Mexico Association of Financial Aid Administrators, Southwest Association of Student Financial Aid Administrators, National Association of Student Financial Aid Administrators, Education Finance Counsel and Carve Your Path.

Appointed as New Mexico's first cabinet Secretary of Education in October of 2003.
As a cabinet secretary, Dr. Garcia has direct access to Governor Bill Richardson and the other Cabinet Secretaries. As Secretary of Education she is the Constitutional Officer charged with oversight of the 89 NM school districts, 36,000 employees of the public schools, and an annual operating budget of over 2 billion dollars
